Omitting Add, Delete, etc links from public forms

It appears that I can't omit the links at the top of a public form. I don't want my clients to have the ability to edit the forms that they are viewing. It was working fine on a previous form and now it does not seem to work. I'm also not able to type anything in the seach columns like I used to.

Is there a problem or am I missing something.
