Open Form from Filter View

Is it possible to open an new form from a filtered view (filtered via URL)

I have a Guest table and GuestNotes table.   I have created a custom action on the guest record to open the GuestNotes table and filter the view (based upon the Guest_Id).  If possible once in the filtered GuestNotes view I would like the user to be able to add a new record to the GuestNotes that defaults the Guest Id value.
