problems with "set criteria"

Hello i am trying to set a criteria for my application "crew track records" criteria should be "TYPE" contains "C680" for the view "all C680" but it just says "Adding Criteria failed.
Please try after some time or refresh the page and try again"

any suggestions?

another question. I have tab view but I would like to have like 3 main tabs and then many tabs under these tabs. Now I can only do a horizontal line of tabs. is this possible?
