Record/View created based on Date and Numeric Value

Hi I would like to create an Outstanding Payment Alert Page based on two fields of one form of my Database. I want displayed on a separate page all records that meet the following criteria:

All records which have dates (In the Payment Expected date) in the past (before todays date) and have a 0.00 in the Total Payment Received.

Also is there a way to have the Dollar sign displayed in the view for currency related data? :?:
