Hi, is there a way to restrict submission of one form based on records of another form in creator?

For example, there are two forms: one to collect user registration details, and one for a registered user to submit information. If there is not a record for the user in the registration form, then the other form should not be accessible (or hidden submit button). Is this currently a possible feature?
