Restrict Visibility on a Report

I know you can restrict visibility on a report for your users. However, when restrict certain actions like "Eport, Import etc., the actions still appear when I access the application.

Is this because the user does not see what I see when the application opened? If so, is there a way to see exactly what the user sees?
