Sharing Application Doesn't Work Properly

I have an application (INZDB2) that I have shared with one of the people in my organization (see graphic below):




The user logs in and can see the application as being shared (see below):



But when trying to access the application, the user receives a message saying that they are not allowed to access the application (see below):




I have shared access/edit to support for this application.
