Sharing Issue - Email address from cancelled account

Would a new account using an email address from a canceled account be prevented by the system from opening a shared view?

BACKGROUND: (Actual user names and addresses changed for security.)

TOM with user name ABC using address 1@mail.com received a shared view from BOB.
Then TOM cancelled his account and opened a new account under used name XYZ, but with the same 1@mail.com address. Then BOB shared a view to TOM's new account.  TOM sees it there in his shared app folder, but it will only open the navigation bar -- no views are allowed to open. This error message is displayed under the navigation bar: "You are not authorised to access this view in Zoho Creator. Go to Home."
