Unable to create new application

Unable to create new application

Hi folks,
In the last three days (since Sunday, 9th Dec), I have been unable to Create a New Application. Two different error messages appear, according to the web browser I am using. For Firefox, an error message appears saying that Creator was unable to create an application, and instructing to come back later. For Internet Explorer, the web browser issues a popup saying that it is unable to download the site in the address which was furnished.

Please help. I am in Brazil.
