Using the Time function and simplifying it...is it possible?

i am attempting to develop an application to sync students with classes.
I have a form for student info and creating another for class info.
the classes are scheduled in 15 min increments MON thru FRI like:
class#1 length:one hour class time 6:45pm weekday:fri
class#2 length:45 min class time 7:45pm weekday:fri


How can i use the time date function just for the time function and also limit it to 15 min increments?

I presume i have to use the Time-Date field in order to get a calendar view.
