View only personal data

I am designing an application that allows users to track when they complete certain tasks. I wonder if there is a way to restrict viewing of data to only your own? In other words, a user should be able to enter when he or she has completed a task, but should not be able to see status for other users.

A related issue is that certain users should be "administrators" - they would have permissions to view all data, not just their own. Are either of these goals possible?
