When I set Criteria for a View, the View doesn't apply it

When I edit certain views to filter out criteria, the views don't adjust themselves when I go back and view the application. For example, I have a Criteria set to not display records with the Status Type: "Ongoing," because I only want to see projects, not ongoing duties. It still shows all the records. On the other hand, I have a second Criteria for the SAME view that says not to show "Complete" projects, and that one works perfectly. Am I only allowed one criteria setting per View?
