Ability for admin to access or make changes in zoho form without asking for ownership

Currently in zoho form only form owner can make the changes in the form and if someone else has to make changes then we have to transfer the ownership to them and even admin also cant access it . So i think admin must have the ability or option to access or edit any zoho form without asking for ownership
