For task templates you can reorder the tasks themselves but you cannot reorder the subtasks.

For Example: If I want to add a task between "requirements walkthrough" and "build data model" I am not able to do that unless I delete or rename all the tasks below requirements walkthrough. It would be good if you could add a subtask and then be able to reorder the subtasks.
