Account Blocked and Unable to Unblock!

Have cleared my mailbox enough for unblocking and I am still unable to unblock. This is the second time this is happening - why do we have to keep coming back to the forum to request for unblocking?
Why does the unblock feature not work in the Control Panel???
This is extremely frustrating considering you guys take so long to respond!
