Account field settings and lost child display

1) If I change the vertical order of the account details (contacts, Child accounts, notes, open activities..etc) and save, only the contacts details show up. When I remove them all and then add them back in the order I want and save, then all re-appear and in the correct order under the account. If I move one and save it, it doesn't display any but contacts. The only work around I have found was to remove them all and then add them back in the vertical order I want.

2) Under member accounts for an Account, it says no records. It used to show the child accounts. I have added and subtracted fields from the account tab after I began using it. Now when I add a new Parent and Child, the Child does not show up under the parent. However, in the account details of the child, it shows the parent. What happened?
