Account vs Vendor

Account vs Vendor

I've seen it's been shortly discussed already, but I still don't understand it, so I'm asking again. 
Let's say we're a tour operator, we have partners we work with - we sell their tours, their accommodation aso - what are those partners according to Zoho terminology then, Accounts or Vendors?

And let's assume they're vendors. What difference does it make in reality if I put this vendors under accounts and use them as accounts?
