Active Owner Contacts are not showing?

Active Owner Contacts are not showing?

We have active owners set up for various contact groups.  All of a sudden, I have a few active owners that cannot see their contacts, but can see others?   How does this happen and how can this be fixed?  When I open the contact, the active owner is correct.
