'Add new admin' BUG?..

'Add new admin' BUG?..

With a free of charge plan, I am able to add up to 3 users as administrators, right?.. But when I'm trying to do that, then I'm getting an error message: " You must subscribe to a plan for adding admin."... Maybe I'm understand something incorrectly and wrong?..
