Added a new standard user but not able to access the database

Added a new standard user but not able to access the database

I have added a new user. He has standard privileges as do 2 others added prior. Prior two can see and access the database but the most recent cannot. Upon logging in he is presented with a screen asking him to create new accounts or import accounts.

Any idea what is wrong?
