Adding a new email account

Greetings.  My wife and I have previously shared an email account with our internet service provider, but they are discontinuing email service so I signed up for a free zoho account, and I’m trying to set up a separate one for her now.  When I originally set up my account, it asked for my previous email address for verification.  This seemed odd.  Why would  they need my previous email address in order for me to set a new one up?  And what if I didn’t have a previous email address?  Anyway, I proceeded to set up my account successfully.  However, when I tried to set up a new one for her, it again asked for a previous address.  I entered the one we shared, but it says the email account is already registered.  It also won’t let me enter my new zoho email address.  It seems like they're trying not to let new users sign up.  What’s the deal?
