Adding Custom Fields

I am having trouble getting my new Custom Fields to show on the Form for leads -

I have created the Fields in the Setup - Leads - Field List area and the Page Layout shows in the Lead Information Section

However when I go to create a new lead they are not there? what am I doing wrong?
