Adding custom fields to bug ( permission denied)

So im trying to add a custom field in the bug settings in one of my project templates.
Whenever i click the add custom field button i get a big error saying 'permission denied !'.

My user level is admin and my portal admin is having the same problem.
Are we forgetting something or is there some solution?
