Administrator change

We are going to try to create a single Administrator account and change our current Administrator's to a lower level. Will we be able to edit items (such as jobs) that were created when the Administrative priveledges were associated with other accounts? I know that currently jobs are only editable by the Job Owner (which is terrible by the way).

Please come up with better ways to manage permissions in the future. Currently it is way to restrictive.
