Aggregate formula not yielding correct result

Aggregate formula not yielding correct result

I'm trying to use an aggregate formula to calculate % of one value to another in two different tables but in same relationship path. However, it's not returning the correct result although the absolute values are correct as I can see by including those columns in the tooltip. Below are the screen grabs of the formula, the absolute values and the result of the formula in %. As can be seen from the second image below, Total Debt is 657,354 and Total GDP is 240,216, which are both correct but the % of Total Debt to Total GDP calculated by the aggregate formula (first image below) is a mere 2.85% whereas the correct result should be 273.65%
