Allow user to manage Bug Tracker notification

Having the option to allow users to manage Bug Tracker notification would be ideal.

At now only administrators can manage events to notify (picture attached), but each user should choose which notifications receive via e-mail.

This function is already available in Tasks, please enable the same function in the Issues page.
