Allow users to see eachother Leads but dont allow them to send Emails to them

Hi

I have an issue with one of my users. We allow everyone to see each other's Leads/Contacts etc. And they can also see their emails sent from Zoho.

Is there a way to NOT ALLOW them to send either Individual nor Mass emails to other people leads. this has happened by mistake several times and the leads get confused.

I want everyone to keep seeing other people leads, but to stop them from sending emails to them.
