Allow users to see other users records but Limit sending Email only to theirs

Hi

Currently anyone can send individual emails and mass emails to any client no matter if it is theirs or not. We have set it so that everyone can see everyones notes, tasks, and emails sent from CRM.

I want to keep allowing my CRM users to see other users Leads/Contacts/Accounts but I don´t want them to be able to Send Mass emails to them, and allow them to send only to their own Leads/Contacts/Accounts.

Hope someone knows how to do this
