I thought this was a mistake but it is true.

Any anonymous user can downvote any knowledgebase article as many times as they want. I even tested this on Zoho's own knowledgebase. If the the feedback form is enabled and even if email is required.

The reason this is so damaging, you cannot reset votes!!!

1. Downvote article.

2. Feeback form pops up.

3. Click cancel.

4. Refresh page.

5. Repeat.
