Any report or view that shows jobs and projects with their associated departments?

Any report or view that shows jobs and projects with their associated departments?

Is there any way to identify using a view or report or any other method which jobs and projects are not associated with any departments?

We have approximately 10,000 projects and each project has 8 or so jobs. Three departments should have permissions to use every project and every job/task. How do I find projects and jobs that do not have all three departments assigned to them?
