API limit

My customer is on Professional Edition and is hitting the API limit of 250 req/org/day for certain API methods.

1) This is a really low limit. Can this be incremented? According to the documentation ( API limits doc ), this is the maximum in any paying edition. Aren't there other options?

2) An email message is sent telling you that the max limit is exceeded. However, it is sent out to all users, in our case at least. Is there a way to change this? It is a very bad idea that this is sent out to all users. It should be sent only to the main user or to all users with Admin privileges, but certainly not to all users. In addition, this email mentions that "data will be lost", which is inaccurate and scary to most people because non-tech-savvy people might think that actual data in the system might be lost. The message should say something more accurate, e.g. "API calls could fail, leading to integration failures."
