API with autoresponder and Assignment Rules

I am using Unbounce for my PPC campaign and have used their built in Zoho API integration. I have setup a auto respond and an assignment rule with criteria set to match a field.

For some reason this is not working, meaning it is not being assigned to the correct person or any email being sent out. I change the criteria from "is" to "contains" confirmed all spelling, .etc. Does the API work differently?
