Applying existing tags to a doc

I have two tag folders.

But, I can't figure out how to apply an existing tag to a new doc. The Add Tags window opens, but then what?

And...the sub-forum choice over there ====> which one is appropriate for asking a question? I just guessed at one to get this posted.
