As SuperAdmin, Should I be able to see Developers activity?

As SuperAdmin, Should I be able to see Developers activity?

Hi All 
I have a arranged for a developer - initial contact through Fiverr - to do some work on my CRM+,
(I need property addresses available to search and link my property info,
Using the government public source site & provided links).
I have made a part payment upfront.
I have added him as an admin with his own login,
He has told me he is working on the new additions, however I can not see anything in the "Audit Log" of him making any changes or additions to the system so far. 

Is this typical? - could he be doing this in his own system 1st and then changing the setup and code over to mine once he has it sorted? 
Or is he pulling my chain and wasting my time please ?

I need this done urgently and can't afford to wait another week or two to find another developer and explain my needs again.

Is there a log-In log I can review ?
