Assign a Ticket Notification to All Agents on a Reply

When a customer submits us a ticket to our support email address, one of our agents will then assign themselves the unassigned ticket, which will then trigger a notification to go out to all of our agents that John Smith has been asigned to ticket 123. But is there a way that when the customer submits us the ticket and one of our agents replies to the ticket before assigning it to themself it will automatically send out a notification to the other agents that John Smith has been assigned to the ticket? I can't seem to figure out this workflow. 

I am just trying to have the email notification sent out to our agents as if they were assigning the ticket to themselves, but also having the same email notification sent to them but through the first initial reply when the ticket becomes assigned.
