I have tried a few different ways to solve this need. (understand, I have to deal with the existing build)

I have a case file.  I only want the Status picklist value of "closed" to be available if there are details in the case resolution field. If the field is blank, the only status picklist values available are, submitted..

This prevent the case being closed without details

Any suggestions of the best route with the limited features available.

I know how I want to write this A validation rule that allows formulas to drive it.

layout rules do not allow for the picklist selection to be limited..
