Automated Follow Up Emails to Contacts

I need to set up automated emails to contacts within an account (which I changed the label to Prospects).  The need is to send a general email template to any contact within an account (Prospect) if their hasn't been any new tasks modified in xx days.  Or, in some cases no "completed" tasks in xx days.  Possible?  Thanks.
