Automatically trigger rule: change lead ownership

Good morning,

I am stuck and need some assistance. I am inquiring to see if the following scenario can occur:

Sales employee creates a new lead (assumes ownership), but due to travel emergency will be out of office for 3 days. As a result, to no lead follow up the set automation process rule criteria is set to trigger. (Due to a set time parameter no follow-up (lead input edit/modification). This rule automatically assigns a set new parent or default owner (supervisor) for review. 

This is a reoccurring issue with my firm. Due to the high volume of new lead entry and sales travel requirements, I would like to setup a rule automation trigger to reassign lead ownership.
