Autoresponder for quotes sent out

Is it possible to set up auto responders for the contacts that have quotes?

We would like to start a drip campaign for all quotes that go out, triggered from the day the quote goes out, then start the drip campaign from there.

I wouldn't want to have to create a start date, just a workflow task that says, after quote goes out (or quote e-mail goes out) a drip follow up campaign starts automatically.

I'd also like to go back 60 days and run the drip campaign on all contacts that have quotes (right now I think I can only create a list view of contacts with potentials)

Would you please advise me on the best way to achieve this scenario. BTW the organization does not make use "leads".
