BCC dropbox not available, despite being an administrator and it being part of my package

BCC dropbox not available, despite being an administrator and it being part of my package

This is most frustrating - BCC dropbox is a feature on our subscription package.
I'm the account admin. 
When I try to set it up is says 'insufficient priviliges, please contact your administrator'
Grr

Then I've emailed support, 'Yogesh' and others and not had a reply. 

Please fix this or we move our business.
