Believe Workflows don't execute on more than 3000 records

According to this help page:

"You can set an activity to recur every month or year on a selected date. (Note: This option is available for Professional and above editions). 

Please note, with this option, a maximum of  3000 records  will be triggered every hour. If there are more than 3000 records, the remaining records will be executed in the next hour. This option is available only in the Enterprise Edition."

We have the Enterprise Edition.  We have about 5000 Accounts.  We have a workflow to issue a payment (in a custom module of ours) on the same day of each month (the 15th)  based on a field Next Payment Date.  For years this worked fine.  Then, two months ago (October 15th payment date) about 2000 payments didn't generate.  Same thing happened on November 15th.  

To solve this issue we are splitting our Accounts so that some get their payment date on the 13th, some on the 14th and some on the 15th.  So we expect this will solve the issue for us.  However, as a good Zoho citizen, I wanted to share with you that I believe that the sentence "If there are more than 3000 records, the remaining records will be executed in the next hour." is actually no longer true.  I believe this is broken right now.
