Billable 'Projects'

Billable Hours: Can I make a Project 'Billable'? By this, all hours spent on this project agaisnt any task will be 'Billable' and 'Non-Billable' can not be chosen/applied for such projects. In other words, people can not select Non-Billable option when they enter time sheets for these projects.
