Please unblock  claims@sapon.co.ke. Even I can't unblock it.

This is the second time this is happening in a space of 4 days. I had asked for clarification as to why this happened but received none. Then it happened again. 

Please help me unblock the account and secondly please let me know why it keeps happening this way.
