this idea would be able to have multiple check list during a transition.
some stages we have long checklist: example - we are reviewing legal documents, we need to check multiple sections of a document, now our checklist is 30+ items spanning multiple sections.
these checklist do not make sense as multiple stages because its all one document review, and/or they are not linear in nature.
