So, we sent all those bounced emails, about 250, another email explaining about putting our email on their safe list but we sent those through a gmail account.

And it looks like all of those are going to bounce back again.  Here is the error:

Technical details of permanent failure:
Google tried to deliver your message, but it was rejected by the relay  smtp.zoho.com  [165.254.168.48].

The error that the other server returned was:
550 5.4.6 Mail rate exceeded limit

If we are using a different mail service, why is it going through zoho??  And is there anything we can do to fix these emails from bouncing??
