Bug: cannot add new contact without email address if portal is active

Bug: cannot add new contact without email address if portal is active

If I have a an account set up where the portal is already active, and then I try to add new contacts, it will not let me save those until I add email addresses for those new contacts. In many cases I don't have those email addresses, and this is a bit of a problem. Is this a known bug?
