Can't connect new user to host server -send email link, how?

Can't connect new user to host server -send email link, how?

I setup the second user correctly, however no email was received by the user to confirm url login link. How can I resend the email link?
I have tried to manually setup login but no luck. I have tried using the local host ip setting with port 8080 but no luck.
