can a custom lookup field display a list of users?

I am interested in creating a new custom field, a lookup field that presents a list of Zoho CRM users to choose from. That is, the field would give the option of selecting a user name, just like Change Owner screen for the existing fields Pursuits Owner, Contact Owner, and Account Owner.

It appears to me like this is something I cannot do in Zoho CRM. Am I missing something? Is there a way as an admin in Zoho CRM I can add such a custom field...?
