Can I control email forwards at the domain level, not a catch all email level?

So it seems that to do a wildcard forwards, I have to do a catch all https://www.zoho.com/mail/help/adminconsole/catch-all-setup.html

But to forwards email addresses that are specific, eg - sales@mydomain.com to a specific email, I have to go into my catchall account, and create filters. Is that the only way?
