Can I create sub-views under a main custom view heading?

I would like to be able to split up my views into sub categories. is this possible?

For example:

Ohio Contacts

Cleveland Contacts

Cincinnati Contacts

Athens Contacts

Where all the contacts from the sub categories will appear in the main category (Ohio contacts) but I will only see contacts from the sub category when I go into it (Cleveland Contacts).
